Drone owners will be required to submit their names, home addresses and email addresses to the <a class=\"meta-org\" title=\"More articles about the U.S. Federal Aviation Administration.\" href=\"http:\/\/topics.nytimes.com\/top\/reference\/timestopics\/organizations\/f\/federal_aviation_administration\/index.html?inline=nyt-org\">F.A.A.<\/a>, disclosures meant to encourage users to be more responsible, officials said.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"306\" data-total-count=\"886\">\u201cUnmanned aircraft enthusiast are aviators, and with that title comes a great deal of responsibility,\u201d Anthony Foxx, the secretary of the Transportation Department, said in a conference call. \u201cRegistration gives us an opportunity to work with these users to operate their unmanned aircraft safely.\u201d<\/p>\n<p>The <a title=\"F.A.A. drone registration FAQ.\" href=\"http:\/\/www.faa.gov\/uas\/registration\/faqs\/\">federal rules<\/a> are the first of their kind for users of recreational drones, also known as unmanned aircraft systems. The prices for the machines have fallen sharply in recent years, making them popular tools for aerial photography and videography, among other uses.<\/p>\n<div id=\"attachment_59\" style=\"width: 310px\" class=\"wp-caption alignnone\"><a href=\"http:\/\/www.founditdata.com\/blog\/wp-content\/uploads\/2015\/12\/drone-listy-intro-master495.jpg\" rel=\"attachment wp-att-59\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-59\" class=\"size-medium wp-image-59\" src=\"http:\/\/www.founditdata.com\/blog\/wp-content\/uploads\/2015\/12\/drone-listy-intro-master495-300x200.jpg\" alt=\"The government is taking more steps to address safety concerns and regulate the aerial vehicles.\" width=\"300\" height=\"200\" srcset=\"https:\/\/www.fidcyber.com\/blog\/wp-content\/uploads\/2015\/12\/drone-listy-intro-master495-300x200.jpg 300w, https:\/\/www.fidcyber.com\/blog\/wp-content\/uploads\/2015\/12\/drone-listy-intro-master495.jpg 495w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a><p id=\"caption-attachment-59\" class=\"wp-caption-text\">The government is taking more steps to address safety concerns and regulate the aerial vehicles.<\/p><\/div>\n<p id=\"story-continues-4\" class=\"story-body-text story-content\" data-para-count=\"194\" data-total-count=\"1349\">In recent months, though, drones have been flown more frequently over parks, sports stadiums and backyards, and lawmakers and the public have grown more vocal about the need for new regulations.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"276\" data-total-count=\"1625\">The agency\u2019s effort is limited by practical realities. A drone that collides with an aircraft would be destroyed, including the registration markings required by the new rules. And drone users who plan to use the machines for nefarious purposes may avoid registering at all.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"281\" data-total-count=\"1906\">\u201cIn practice, the F.A.A. doesn\u2019t have the resources to police all illegal activity,\u201d said Lisa Ellman, a partner at the Hogan Lovells law firm in Washington. \u201cBut the broader hope is that it will create a culture of accountability, and people will willingly participate.\u201d<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"209\" data-total-count=\"2115\">The F.A.A.\u2019s registration rules, outlined in a 211-page document, generally follow recommendations submitted by a task force last month. The group included drone makers, aviation experts and hobbyist groups.<\/p>\n<p id=\"story-continues-5\" class=\"story-body-text story-content\" data-para-count=\"403\" data-total-count=\"2518\">The rule applies to owners of drones weighing between half a pound and 55 pounds, and only American citizens will be allowed to register. The F.A.A. said it would introduce the website for registration, <a title=\"The website.\" href=\"http:\/\/www.faa.gov\/uas\/registration\">faa.gov\/uas\/registration<\/a>, on Dec. 21; registering will be free for the first 30 days. People who get a drone after Dec. 21, which includes anyone who receives a drone over Christmas, will be required to register before their first flight. There will be an option for owners to register by mail or in person, and the rules apply only to people over the age of 13, though children are permitted to fly under a parent\u2019s registration.<\/p>\n<p>The users are then required to put their registration numbers on any drone they own and have their registration card on them when they take a drone out for a flight.<\/p>\n<p>Many questions remain on how the rules will be enforced and how consumers will be informed, though the F.A.A. said it would promote the new rules online and work with retailers and hobby groups to inform the public.<\/p>\n<p>\u201cI\u2019m sure retailers and others are scrambling right now,\u201d Ms. Ellman said.<\/p>\n<p>Drone manufacturers and hobby groups have warned that the $5 for registration in the United States will harm their businesses and discourage new users. Lawmakers and the public have grown more vocal about the need for new regulations<\/p><\/div>\n<p id=\"story-continues-8\" class=\"story-body-text story-content\" data-para-count=\"218\" data-total-count=\"3887\">Critics of the registration said the minimum weight of half a pound \u2014 the equivalent of two sticks of butter \u2014 would include too many small toy drones that are most popular with children and are generally harmless.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"334\" data-total-count=\"4221\">Failure to comply with the rules could result in criminal penalties of up to three years\u2019 imprisonment, or $27,000 in fines. The F.A.A. said it would work with local law enforcement to enforce its rules. The agency already has guidelines that restrict drones to be flown above 400 feet, at night and within five miles of an airport.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"90\" data-total-count=\"4311\">Experts said they doubted the agency would impose heavy penalties on first-time hobbyists.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"148\" data-total-count=\"4459\">\u201cIn reality, they aren\u2019t going to go after the uninformed innocent new user,\u201d said Michael E. Sievers, a lawyer at the Hunton &amp; Williams firm.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"121\" data-total-count=\"4580\">Regulators in Europe are also trying to figure out how best to guarantee the safe operation of remotely piloted aircraft.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"186\" data-total-count=\"4766\">But unlike in the United States, where Congress and the F.A.A. have the power to regulate the types of vehicles that are allowed to fly and where, the reach of Brussels has been limited.<\/p>\n<p class=\"story-body-text story-content\" data-node-uid=\"1\" data-para-count=\"389\" data-total-count=\"5155\">The European Parliament passed a <a title=\"The resolution. \" href=\"http:\/\/www.europarl.europa.eu\/news\/en\/news-room\/20151022IPR98819\/Drones-guidelines-for-rules-on-commercial-and-recreational-use-and-safety\">resolution<\/a> in October calling on the European Commission to draft European-wide guidelines that address not only safety, but also the privacy concerns raised by the use of drones that are able to collect and store photo or video images.
